Mrs Kayo has a BSC Economics degree and a Masters in Business Administration and is also a Fellow of the Leadership for Environment And Development (LEAD) International. She currently holds the position of Director for Infrastructure Finance in the Budget Office which involves the regulation of Public Private Partnership (PPP) projects at national, provincial and municipal levels of government. The work involves analysis of business cases and feasibility studies for large and mega infrastructure projects; analysis of procurement documentation and value for money reports; recommending approvals throughout PPP project cycle. She has planned and coordinated the PPP regulatory amendments meant to improve the PPP value chain in Africa.
Mrs Kayo also leads budgeting reform projects such as managing the Budget Facility for Infrastructure which is an appraisal and evaluation framework for large and mega projects.
She has co-authored and edited book chapters and written a number of occasional papers and journal articles.
