Yobe Mwalula
Director Planning and Design at the Road Development Agency (RDA)
Yobe Mwalula is the Director Planning and Design at the Road Development Agency (RDA), which is a Government Agency tasked with caring for, maintaining, and constructing public roads in Zambia, as well as regulating maximum weights permissible for transmission on roads, among other things.
In his current position, he heads the Planning and Design Directorate of the Road Development Agency, which constitutes the Research and Design Unit, Bridges Unit, Planning Unit, and the Public Private Partnership Unit. The Public Private Partnership Unit is a unit that was recently formulated for the ease of implementation of Public Private Partnership projects in the road sector.
Yobe Mwalula holds a Bachelor’s degree in Civil and Environmental Engineering from the University of Zambia as well as a Master's Degree in Business Administration and management from the University of Southampton. Upon his graduation from the University of Zambia, he joined the Road Development Agency, where he has saved at several levels and has saved at senior management level for the last over 8.5 years.
Since April 2024, he has been appointed Director Planning and Design and is in charge of the Public Private Partnership Unit within the Road Development Agency, tasked with planning and execution of public-private partnership projects.
Over the last 18 years, he gained rich experience in Public Private Partnership projects, highway management systems, planning, and technical audits, just to mention but a few. In his previous role as Senior Manager – Planning, Yobe played a pivotal role in the implementation of the first line Public Private Partnership projects in the road sector, which include, among others, the Chingola Kasumbalesa Road and the Lusaka Ndola Road projects, which are critical road corridors promoting commerce and trade for Southern and Central Africa. His experience from the University of Queensland in Australia has helped build capacity in the Road Development Agency to design, prepare, negotiate, implement, and monitor more effectively Public Private Partnerships (PPPs) for road infrastructure projects.
