Renato Guerra de Almeida is a seasoned legal expert with a rich background in public law, regulatory, infrastructure, and project finance. Currently a partner at Miranda, a distinguished law firm and founding member of the Miranda Alliance, Renato has been instrumental in advising clients on complex legal and contractual matters across multiple jurisdictions, including Portugal, Angola, Mozambique, Cameroon, Timor-Leste, and others.

With a legal career spanning over two decades, Renato has a deep understanding of foreign investment, public procurement, and regulatory compliance. A licensed attorney in Timor-Leste and admitted to the Portuguese Bar Association, Renato has contributed to major infrastructure and energy projects, such as the Luanda Metro System, the first Timor-Leste PPP initiative, a $30 billion LNG project in Mozambique, and various solar power initiatives across Angola. Additionally, Renato has been a trusted advisor to governments and international organizations like the Asian Development Bank and the Millennium Challenge Corporation, shaping legal frameworks and policies in sectors such as mining, power utilities, and public-private partnerships.

Renato has published works on public procurement, renewable energy, and infrastructure, among other topics, and has provided training on procurement law across different countries. Holding a degree in Law from Lisbon Catholic University, along with specialized training in investment arbitration and public contracts, Renato provides legal guidance for a number of Lusophone and African markets, representing clients in high-stakes negotiations, litigation, and arbitration.
