Patrick advises public-private partnership (PPP) units and privatization committees in charge of designing and implementing economic reforms and projects financed by sovereign states, the World Bank group, the Bank of Africa group, the European Union and other donors. He has accumulated substantial regulatory expertise and has drafted various treaties, international conventions, laws and decrees.
