Eng Grace Mutembo

Eng. Grace Mutembo is the Director and Chief Executive Officer (CEO) of the Road Development Agency (RDA) in Zambia. She is notably the first female engineer to lead the institution which is responsible for the construction, rehabilitation, and maintenance of public roads and bridges in Zambia. Eng. Grace Mutembo has been instrumental in steering the Agency through numerous key projects and transactions, including major road Public-Private Partnerships (PPPs) in Zambia.
She joined the RDA in January 2006 as an Engineer in Planning and Axle Load Management and has since held various strategic positions within the Agency. In August 2014, she was appointed Senior Manager of Design, a position she held until November 2020 when she became Director of Planning and Design.
Eng. Grace Mutembo holds a Master’s degree in Civil Engineering with a specialization in Transportation Engineering from the University of Stellenbosch, South Africa, and a Bachelor’s degree in Civil and Environmental Engineering from the University of Zambia.
With over 18 years of hands-on experience, Eng. Grace Mutembo excels in road infrastructure management, planning, design, procurement, project appraisal, feasibility studies, and extensive expertise in managing donor-funded projects within the road sector. Her leadership adds immeasurable value to RDA's initiatives and strategies as the Agency strives to provide an accessible, well-maintained, and fit-for-purpose road network in Zambia.
