Denis Lewa Muganga is a career Economist with a wealth of experience in the areas of Public Private Partnerships (PPPs) - Management, Negotiations, Structuring Concession Agreements, Implementation and Performance Monitoring; Blue Economy Research & Development (R&D); Economic Policy Analysis; Long Term Planning, including Strategic and Master Planning especially for Ports, Economic Development Corridors and the Maritime Sector; Feasibility Studies Development; Private Sector Development & Investment Mobilization; Regulatory Reform Implementation and Regulatory Impact Assessments (RIA) – Including Investment Climate Reforms.

He is currently working at the Northern Corridor Transit and Transport Coordination Authority (NCTTCA), as the Director, Private Sector Investment Promotion and Public Private Partnerships (PPPs).

He has spearheaded various reforms, projects and programs, including; - Performance Contracting Assessments and Evaluations; Special Economic Zones (SEZ) Policy Design, Regulation, Development and Operations Modelling; Projects Development Studies; Knowledge Management and Innovation; as well as Monitoring, Evaluation and Reporting and Risk Assessment and Management for Projects.

Mr. Lewa holds a Bachelor of Arts (Economics) Degree from Kenyatta University in Kenya, Master of Science Degree in Economics, Microfinance Regulation and Supervision (Excellent Cum Laude) from The State University of Bergamo, School of Economics and Business Studies, Italy, Master of Philosophy in Development Policy and Practice from the University of Cape Town, South Africa[1] (ongoing) and is currently a Doctorate of Philosophy (PhD) degree candidate, in Applied Economics, from the Vrije Universiteit Brussel (VUB) - The Free University of Brussels, Belgium.

He also holds several Professional Qualifications including; the Public Leadership Credential from Harvard; Public Private Partnerships (PPPs) Structuring Legal Agreements and Concession Contracts from the iP3 Institute in Arlington Virginia; Public Policy Analysis from Strathmore Business School; Ports Management & Administration from JICA Training Center, Yohokama; Project Management and Monitoring & Evaluation, from the Duke University, USA; among others.

Mr. Lewa is also a Director at the Mombasa Investment Corporation (MIC), Kenya, is one of the three (3) Directors of Jumuiya ya Kaunti za Pwani (JKP), Kenya’s Coast Regional Economic Bloc; and has previously worked in strategic positions in several national, regional and international organizations including; Citi Bank N.A Limited, Kenya; The Danish International Development Agency (DANIDA); The National Treasury, Kenya, as a Senior Economic Policy Analyst, Kenya Ports Authority (KPA), as the Principal Economist, the International Finance Corporation (IFC), World Bank Group - as the Senior Technical Specialist for Special Economic Zones in Kenya, and the County Government of Mombasa as the County Secretary and Head of Public Service. He has also been the Principal Consultant at the Blue Economy Support Center (BEST), a Regional private consultancy firm that spearheads technical advisory services for private investments in the Blue Economy in East and Southern Africa.
