Mr. David Zacharia Kafulila, the Executive Director of Tanzania's Public-Private Partnership Centre (PPPC), is a highly accomplished Tanzanian professional with an extensive governance and public administration background. His wealth of experience, deep dedication to public service, and commitment to advancing national development make him an effective and visionary leader.
In January 2023, Kafulila was appointed Commissioner for Public-Private Partnerships (PPPs) under the Ministry of Finance, a role that set the stage for his leadership of the newly established semi-autonomous PPP Centre. Since January 2024, as the first Executive Director of the PPP Centre, he has been implementing his strategic vision, leading Tanzania's efforts to facilitate successful PPPs across key sectors and efficiently managing an expanding team of PPP experts.
In his current role, Kafulila is guiding the transformation of the PPP Agenda into a streamlined and effective entity, positioning the PPP Centre as a one-stop hub for public-private partnerships in Tanzania. His leadership has sparked new and revitalised existing projects, earning praise from top government officials, including President Samia Suluhu Hassan.
Kafulila is deeply passionate about improving public services and advancing Tanzania's infrastructure development by leveraging the expertise and resources of the private sector through well-structured public-private partnerships. He champions a balanced approach where both sectors collaborate effectively, ensuring that while private sector innovation and efficiency drive progress, public sector partnership and oversight safeguard long-term, sustainable benefits for Tanzanian citizens.
Kafulila's appointment as Executive Director follows a career marked by impactful leadership roles. As Regional Commissioner for Simiyu (2021–2022), he introduced the Simiyu Cotton Model, establishing a structured governance chain from village authorities to the regional level. This system effectively regulated cotton purchasing, leading to record-high prices for farmers, a positive outcome that continues to leave his legacy in the region today.
He served as Regional Administrative Secretary for Songwe (2018–2020), where his administrative skills contributed to significant regional growth and development. During this time, he became the first person in his position to halt questionable contracts in medicine supply under the Prime Vendor System. This decision led to legal challenges, but his unwavering commitment to transparency and justice enabled him to prevail in the High Court of Tanzania.
His integrity and professional strengths were evident during his tenure as a Member of Parliament for Kigoma South (2010–2015) when he earned international recognition by receiving the Human Rights Defenders Whistleblower Award for his fight against corruption.
Kafulila's extensive professional expertise, hands-on approach, and passion for transparency and good governance have earned him a reputation as a strong leader at the PPP Centre.
