Objective : Initiative de renforcement des capacités visant à créer de la valeur selon trois critères : optimisation de la dépense publique , faisabilité financière, et transfert des risques.

Cette journée de formation en présentiel s’adresse aux dirigeants des ministères et des organismes gouvernementaux africains. C’est une occasion rare, pour les organismes gouvernementaux en charge des PPP, de se rencontrer et de définir ensemble les meilleures pratiques en matière de préparation de projet. Cette masterclass interactive comprend des présentations, des études de cas et des discussions de groupe. Les participants sont invités à envoyer aux organisateurs, avant la tenue de cette formation, les problématiques à aborder.

Biographies

Prof. Pedro Mateus das Neves, Founder & CEO, Global Solutions

Pedro Mateus das Neves founded and is the CEO of Global Solutions 4U based on Sustainable Development in 2010, a consulting firm specialized in SDG issues; Impact Investing, Financial Innovation, and Partnerships for the Development of Cities and Regions.

Since 2014 he has been an advisor and consultant to UNECE – United Nations Economic Commission for Europe, and UNCTAD – United Nations Conference on Trade and Development, co-authoring the People-First PPPs concept, which integrates the SDGs in Public-Private Partnerships.

His professional experience includes planning, designing, and implementing Sustainable Development Policies, having originated and managed more than €10bn of investment projects through partnerships in more than 250 cities and 80 countries in Europe, Africa, Asia, and the Americas.

He lectures Strategy and Business Structuring since 2003 at ESAI, where he is a Coordinating Professor. In 2010 created the MBA of Urban Requalification and the Course of Cities of the Future.

Is a  visiting professor and researcher at Toyo University, Tokyo, Japan; Tsinghua University in Beijing and Shenzhen, China; Geneva University, Switzerland; ParisTech, École des Ponts et Chaussés in Paris; IESE Business Scholl in Barcelona; Católica Lisbon School of Business and Economics; University of Lisbon; and, National School of Administration and Public Policy in Angola.

In 2020, he received his doctorate at the University of Lisbon, with the thesis: SDGs Why? and For Whom? _ How to Implement Partnerships to achieve the SDGs?

Since 2017, he has published 39 articles, working papers, and book chapters in English, French, Portuguese, Russian, Chinese, and Japanese, covering: SDGs, partnerships, financial innovation, and Cities

Mehdi Oomar, Legal Counsel, African Legal Support Facility (ALSF), Cote d’Ivoire

Mehdi Oomar has been a Legal Counsel at the African Legal Support Facility since February 2020 and works in the Projects Team. Prior to joining the Facility, Mr. Oomar practiced as a Barrister-at-Law in one of the leading firms in Mauritius, where he worked on civil, employment, commercial and criminal litigation matters.

Mr. Oomar worked for several leading international law firms in Paris. He acquired experience in many different fields (ranging from corporate to project finance, litigation to private international law).

Mr. Oomar is a member of the Bar of England and Wales and is also admitted to practice before the Mauritian Bar. He holds a Degree in Biomedical Sciences and a Masters (MsC) in Science and Communication. He received his Law Degree (LLB) from the University of Kent in the United Kingdom. Mr. Oomar successfully passed the exam for the admission to the Paris Bar.

A native French speaker, Mr. Oomar is also fluent in English and speaks Mauritian Creole.

Primah Atugonza, Senior Legal Cousel and Head of PPP/Infrastructure Portfolio, African Legal Support Facility (ALSF), Cote d’Ivoire, Chair, WAPPP Africa

Primah is a Senior Legal Counsel and the Head of the PPP/Infrastructure Portfolio at the African Legal Support Facility. The ALSF is an international organization that provides legal advice and technical assistance in negotiation of complex commercial transactions and capacity building to African countries. As Head of the PPP Portfolio, Primah is responsible for driving portfolio growth, providing technical input on PPP projects, and offering general oversight for PPP project implementation at the Facility. Prior to this, Primah practiced project finance with a leading law firm where she advised on numerous energy and infrastructure projects. Primah is also passionate about coaching and mentoring young women and currently mentors with Girls for Girls Uganda and Infra Africa.

Anass Nadem, Director, Infrastructure & Capital Projects, Financial Advisory, Deloitte Financial Advisory

Anass is a Director at the Infrastructure and Capital Projects team in Casablanca. His areas of expertise include infrastructure financing, real estate advisory as well as debt and M&A advisory. He has worked on infrastructure advisory in sectors including renewable and conventional power, transport, logistics, desalination and irrigation. He has also advised public and private clients on their real estate strategies and has successfully closed debt and equity raising mandates in energy and education.

Prior to joining Deloitte Financial Advisory, he has worked at two World Bank institutions (IFC and IBRD) on power deals in MENA as well as on sovereign loans for the transport sector in East Asia.

Anass has also worked for three years at Monitor Deloitte on developing growth and marketing strategies in various sectors. Anass holds an Industrial Engineering degree from Ecole Centrale Paris (2011) and has earned the CFA charterholder designation in 2015.
