Keeta is currently acting as the Director PPP Unit at the Ministry of Finance in Zambia where his functions include conceptualizing and assessing proposed projects and monitoring PPP projects. He coordinates with all contracting authorities in respect of project development and identifies inter-sectoral linkages, while facilitating approvals of such linkages. Keeta also facilitates training and provides advisory services to contracting authorities.
Keeta is a PPP Specialist accredited by the Institute for Public-Private Partnerships in Washington and the Loughborough University in the UK, having spent over 20 years practicing Public Procurement. With a practical background focusing on the construction sector majoring in building science and project management, he has undertaken the preparation of procurement guidelines and standard bidding documents for NEPAD, SADC and Zambia. He is competent in contract management, contract administration and post-project evaluation drawing from his training as a Public Prosecutor. He has carried out procurement and systems auditing assignments around Southern and East Africa. Keeta has worked in several public sector dominions including, Local Government, Health, Disaster Management, Agriculture, Tourism, Public Finance and the Roads sector where he had been for 3 years directing Procurement before ascending to his current position at the Ministry of Finance. His regional experience traverses Zambia, South Sudan, Kenya, Botswana, Malawi and South Africa.
