Atter is a seasoned professional with over 42 years of experience across various business sectors and roles. He holds a diverse academic background, including:

  1. A Law Degree from Cairo University (2015).
  2. A Diploma in Large Procurements from the International Labour Organization, Italy (2004).
  3. A B.Sc. in Engineering (ICT) from Alexandria University (1981).

As a Public-Private Partnership (PPP) expert, Atter possesses extensive expertise in procurement and contract management, developed through his work with multinational organizations since 1997. His professional journey includes a notable nine-year tenure at the World Bank as a Management Information System (MIS) and Procurement Expert. During this period, his role expanded to encompass comprehensive project management, financing, and contract management across the MENA region.

On February 1st, 2007, Atter joined the Ministry of Finance in Egypt, where he played a pivotal role in establishing the PPP Central Unit. By May 2010, he was appointed Director of the PPP Central Unit, where he led the national implementation of the PPP initiative and contributed to the development of the PPP legal framework in Egypt.

Atter successfully managed feasibility studies, project preparation, and tendering for numerous PPP projects across various sectors, including utilities, transportation, health, education, ports, and communications. Additionally, he contributed to the creation of new PPP pipeline projects.

In the private sector, Atter has held senior leadership positions such as Deputy General Manager, Business Development Director, and Vice President in several regional and local organizations. His diverse experience has equipped him with a deep understanding of customer needs and stakeholder engagement, as well as a broad commercial perspective that includes legal, logistics, sales, and distribution expertise across the Egyptian and Middle Eastern markets.
