Shelter Yao Lotsu

Shelter Lotsu is an accomplished Civil Engineer with over 25 years in Civil Engineering Construction and Project Management. Shelter holds a Master of Engineering Degree from Tongji University, PR, China, Master of Science Degree in Global Management from Salford University, U.K., and Certification of Public Private Partnership (PPP) Specialist from IP3 in Washington DC, USA successfully completed the Program on Investment Appraisal and Risk Analysis, Queens, Canada, and currently studying for his PhD. He has worked on several engineering projects and successfully supervised World Class Contractors and completed both Government and Donor Financed Projects including Complex Multi-Lane Highways with Interchanges, and several Miles of Urban and Rural Highways in Ghana. He is a leading PPP Specialist and Team Lead for the Ministry of Roads and Highways and the Ministry of Finance in Ghana, working together with the World Bank on Ghana’s Road Sector Flagship PPP projects in the project Preparation, Structuring and Procurement of Concessionaires. He has served as Key Expert on Committees advising on the Set Up of PPP Regulations and Guidelines for the Government of Ghana. He is currently working on the Accra-Tema Motorway PPP and the Accra-Takoradi Motorway PPP projects as Government Team Lead alongside the Transaction Advisors for the project Preparation, Structuring, Tendering and Procurement of Concessionaires. He is also the Lead of Government Technical Team for the Government Priority Accra-Kumasi Expressway PPP Project. Shelter has served on Panel of Experts at PPP Conferences in Ghana, South Africa, Uganda, and the U.K. He is a strong advocate for the need of Governments to use Credible and Experienced Transaction Advisors for successful PPPs. He advocates that PPPs must have Win-Win-Win solutions for the Public, Private and the Users of the Facilities.
