Sheila is the founder and CEO of the Utho Group of companies which was established over 17 years ago. She has a combination of legal, banking and international business experience. She received her B.L. (Honours) from the University of Zimbabwe and her L.L.M. from Queens University in Canada with a specialisation in International Economic Law. She has over 25 years of extensive corporate law, corporate finance, investment banking and management experience having worked in various countries and for various institutions such as Standard Chartered Bank PLC, as well as Merrill Lynch (USA), and Royal Dominion (Canada).
Sheila is a leading PPP specialist and infrastructure advisor in Africa. She has advised African Governments across the value chain of PPPs from drafting policy, guidelines, setting up institutional frameworks, to feasibility studies, procurement, capital raising, contract monitoring as well as capacity building and training. Sheila works with both public and private sector implementing infrastructure projects through PPPs. Some of the PPPs she has undertaken include: Department of Trade and Industry office complex in SA; Department of Environmental Affairs office complex which is the first Green 6 star building in Africa; Securities Exchange Commission offices in Ghana; Contract monitoring of Gautrain; Rooftop Solar PPP project for Gauteng Government; Waste to energy PPP project for Sedibeng and West Rand to name a few. She undertakes PPP capacity building and training on a continual basis across Africa.
