Elsa has more than 15 years of experience at senior management level in local and national government and has joined the Independent Power Producers Programme (IPPP) of the South African Department of Energy as a Senior Project Advisor in 2015, responsible for Infrastructure Finance.
She has advised on PPP projects in the accommodation health, correctional services and education sectors. Prior to joining the PPP Unit she worked in local government finance where one of her main responsibilities involved raising funds for capital investment. Elsa holds a B.Com Honours Degree from the University of Port Elizabeth (Nelson Mandela City).
