Mr. Elifas Luaanda is a Public Private Partnership and Project Finance expert, having worked in the private, non-profit organization and public sector. He is a former Acting Director and Deputy Director at the Public Private Partnership Unit (PPP) at the Ministry of Finance, Namibia and a Co-founder of the PPP Unit. He also held a position of Procurement Manager at the Motor Vehicle Accident Fund.
He holds a Master’s degree in Development Finance and Management Development Program both obtained from the University of Stellenbosch Business School, South Africa, A Bachelor degree in Accounting, and Postgraduate diploma in Internal Auditing, both obtained from the University of Namibia and a two weeks certificate, Infrastructure in Market Economy from the Harvard University, USA.
He has over fifteen years of working experience and currently an Independent Consultant and Country Manager for Utho Capital in Namibia.
Elifas has worked on a number of PPP projects ranging from government office building for Ministry of Justice in Namibia, Seaport, Airport, renewable energy, health (Dialysis and Pediatric Intensive Care Unit), railway, water, agriculture and development of affordable housing through PPP mode. He previously developed a PPP curriculum and modified projecy finance in Namibia and trained a combined 300 participants from the Local Authorities and Regional Council between the year 2016 and 2019, he was involved in designing and delivered a 3-day PPP Foundation course to over 100 private and public sector participants in Namibia. In addition, Elifas participate as guest lecturer for PPP subject at the Namibia University of Science and Technology (NUST). He participated on a number of international PPP forums, Kampala, Uganda PPP conference in 2019, Amman, Jordan (Presentation of the status of Windhoek International Airport) to workshop organized by International Finance Corporation (IFC) in 2017, Cape Town, South Africa (Africa PPP Conference – 2017 and 2018), Windhoek, Namibia, Lithon Infrastructure Urban Conference 2018, Namibia University of Science and Technology (NUST) PPP discussion 2019; and Lusaka, Zambia (Africa Hospital Expansion Summit – 2018); 4th Annual Infrastructure Project Financing conference Johannesburg, SA July 2019.
In addition, he also trained Members of the Parliament (National Council) in 2018 on basic PPP course. The PPP Regional training that he conducted between 2016 – 2018 involved Councilors and Senior Executives from the Local Authorities and Regional Councils.
